Identifying and prioritizing indicators that are effective in guiding investment in Iran's oil industry according to sanctions conditions

Abstract

According to its traditional and famous definition, the knowledge of economics is the knowledge of allocating limited resources to unlimited needs. The oil and gas industry is also known as a capital-intensive industry, which always requires a lot of capital, whether in production, maintenance, or the quality of operation in the upstream and increasing the value chain and creating more added value in the downstream. It needs and has an unlimited need for investment. On the other hand, this industry is facing the lack and limitation of investment resources, therefore, the optimal allocation of this investment becomes necessary in order to achieve economic goals, therefore, it is necessary to allocate investment resources in this industry to correctly identified and by directing investment resources to the most productive and efficient areas, the efficient use of limited resources should be provided in order to accelerate economic growth. price and international sanctions, as well as the issue of depreciation of this industry and the serious need for new investments for renovation, as well as the limitation of financing in the conditions of sanctions and the optimal allocation of investment in the right direction, including issues and It is the concern of policy-makers and thinkers. Besides this, according to the characteristics of sanctions and economic policies, it should be said that the economic policies of the sanctioned countries cannot and should not be formed based on conventional economic policies, which of course means the invalidity of conventional economic methods in the conditions of sanctions. is not; Rather, it is a kind of revalidation of these policies in the conditions of sanctions. On the other hand, among the factors that cause the decrease of foreign investment is the lack of unity of opinion and coordination between the officials in determining the priorities of the society, especially in the attracted capitals.

In addition to the importance of determining the priorities of the society regarding the attracted capital, what is important is that since the industrial revolution, energy has always been the main factor of production, and so far no exception has been found for this issue, so it can be He stated that the oil and gas industry is one of the main ways of economic development, especially in oil-rich countries. Therefore, the growth and development of this industry has always been emphasized by the policy makers of the countries that have this resource, and since investment in this industry is the key to the growth and development of this industry, therefore, investment in the oil and gas industry, It is the gateway to economic development in countries with this resource. Therefore, some economists admit that the increase in investment is not a sufficient condition, but it is a necessary condition for achieving economic growth and development, and in this regard, the method of investment is very important. What is important is that although the literature of investment guidance with this keyword is not very famous and prominent, nevertheless there are similar literary concepts in researches and studies that convey this concept. For example, capital efficiency, effective investment, investment strategy, etc. have been discussed in this concept, which will be discussed further. This article deals with the identification and prioritization of the effective indicators of investment guidance in Iran's oil and gas industry. Therefore, the main question of this research is that in the current sanctions situation of Iran, what are the effective indicators for guiding investment in the oil and gas industry. The sub-questions of this research are: 1) How should investment priorities in the oil and gas industry be chosen by policymakers? And also, 2) What are the indicators of investment guidance in the oil and gas industry? Therefore, in order to answer these questions, this article first refers to the elite society and using thematic analysis method to extract the investment guidance indicators in the oil industry, and in this regard, eleven indicators after coding relevant has been extracted. In the following, this article examines the priority level of each of these indicators in the face of Iran's sanctions situation with the method of ordinal priority (OPA) and divides these indicators into three priorities, first, second and third. In the theoretical framework of this article, concepts such as investment guidance, sanctions on Iran's oil and gas industry, a case study have been introduced, and the concept of investment guidance has been defined with corresponding concepts such as effective investment, investment efficiency, investment strategy, and investment facilitation. Is. In the end, it has been recommended to make policies in this field according to the indicators and priorities that have been extracted so that policy makers can better make policies in this field. It is worth mentioning that this article is an article with many references, because the importance of this issue requires that there are many references in this article.
